During period January 1996 to March 2004, Major Desmon Brown was an integral member of the team that was responsible for the redevelopment of the public transport system in the Kingston Metropolitan Transport Region (KMTR) and the Montego Bay Transport Region (MBTR) in Jamaica W.I.

He held several critical positions during this period which included General Manager of Metropolitan Management Transport Holdings (MMTH) a government owned transport asset holding company, Vice President of the Jamaica Urban Transit Company (JUTC) the municipal bus company establish to provide public transportation in the KMTR and appointed by the Minister of Transport to oversee the operations of the Montego Bay Metro, the bus company established to provide public transportation in the MBTR

His accomplishments include the preparation of bus specifications for the city buses purchased by the Government of Jamaica, the procurement of 729 city buses, the coordination of the construction of 4 Bus depots with a combined capacity of over 800 buses in the KMTR, and the procurement of an electronic fare collection system. He was Chairman of the Transportation Committees for the following international events held in Jamaica - 2002 World Junior Games, 2003 World Netball Championships, 2004 Caribbean Specials Olympics and is the current Chairman of the Transportation Committee for the World Cup Cricket Games to be held in Jamaica in 2007.

Major Brown is also a certified Defensive Driving Instructor and provides management oversight for the Advanced Driver Training Centre (ADTC) in Jamaica. He holds a bachelor's degree in Mechanical Engineering (Royal Military College of Science, UK), a postgraduate diploma in Energy Management (University of the West Indies) and a master's degree in Public Transport Management (Aston University, UK). He is a Registered Professional Engineer, and a Chartered Member of the Institute of Logistics and Transport (CILT UK)

Major Brown a graduate of the Royal Military Academy Sandhurst in the UK, retired from the Jamaica Defence Force (JDF) in 1998 after 15 years of service. He is married to Judith and has 3 children; he is a deacon at the Mona Baptist Church and is a Past President of the Lions Club of Kingston.

Major Brown is available for conducting training courses and seminars and for consultations on urban bus transportation projects.
